The VA IRRRL, and the rule that governs it

The streamline refinance is simple on the surface. One rule underneath it decides whether the loan can be written at all.

By Michael Wright · NMLS #134086 Published September 18, 2026

What it is

An IRRRL refinances an existing VA loan into a new one. Unlike a purchase, you do not have to live in the property now — you need only certify that you currently live in or used to live in the home.1 That single difference is what lets a veteran who has since moved still refinance the house they kept.

The funding fee is 0.5%.2

Seasoning: you cannot do this immediately

The new loan cannot be guaranteed until the later of 210 days from the date of the first monthly payment you made, and the date the sixth monthly payment is made.1

Both conditions, not either. Paying ahead does not accelerate it, and neither does a lender who tells you it can be done sooner.

The 36-month recoupment rule

This is the rule that actually shapes the loan. All of the fees and incurred costs must be scheduled to be recouped on or before the date 36 months after loan issuance.1

Put plainly: whatever the refinance costs you has to be paid back by the monthly saving inside three years. If the costs are too high relative to the saving, the loan cannot be written — not “is a bad idea”, cannot be written.

Why your IRRRL quote looks the way it does

The recoupment test is the reason IRRRLs are so often structured with the costs absorbed by the rate rather than charged to you. It is not a promotion. It is arithmetic: costs that cannot clear the 36-month test have to go somewhere else or the loan does not qualify.

Which means the honest comparison is the same one as everywhere else on this site — the rate and the cost together, not the cost on its own.

What counts as a benefit

The loan has to deliver one of these:1

  • A lower monthly principal and interest payment than the loan being refinanced
  • Refinancing an adjustable rate mortgage into a fixed rate loan
  • Energy efficient improvements included in the loan
  • Approval by the Secretary to prevent foreclosure

Note what is not on that list: taking cash out. An IRRRL is not a cash-out loan. If that is what you need, it is a different loan with different rules.

Credit score on an IRRRL

VA sets no minimum credit score anywhere in its underwriting standards — the requirement is an analysis of the credit data, not a number.3 We write IRRRLs with no minimum score, including files below 500, which on a streamline refinance is often the only thing that was ever in the way. More on where those score floors come from.
